Problem:
System raises validation error CM0305 when creating a claim from the business, when the original policy period is not within insured period when attempting to link the claim to a claim program with period same as insured period, despite parameter do not validate OPP on Losses Occurring is activated

Solution:
the system should raise validation warning CM0382 instead of the above error

create the claim from the claim program
