[SICSR-14968] Problem with the current V_DTL_LIQUID_UNSETTLED database view

Problem:
Business Objects Reporting V_DTL_LIQUID_UNSETTLED database views do not handle all cases of conflicting balance and liquid detail amounts causeing division by zero.

Solution:
The view V_DTL_LIQUID_UNSETTLED for both Oracle and SQL Server should be as similar as possible syntactically and should not include Inactivated balances and balances with oginal amount of zero.
