[SICSR-15569] assumed business not extracted by reporting unit when reporting units saved from default

Problem:
Reporting units are not correctly saved when defaulted from user preferences.

Solution:
When the system assigns Reporting Unit according to the default set up in the user preferences, the system should save these to the BUS_CLASSIFIC.FK_REP_UNIT_1 column with link to RU_LEAF table.
