Problem:
Abend on attaching a retrocesssionaire

Solution:
When a new placement is added on a non-prop treaty OCC with the Special Premium selected on the P/L Conditions and an already existing placement has the Premium Rate and/or Deposit premium overridden, and booking of instalments already exists on the OCC, we must make sure the system is able to add this new placement, including creation of instalments and have them booked, without abending.
