[SICSR-16074] Abend when opening business from program if renewed with inactive classification

Problem:

The system abends if opening a renewed period of a treaty in a protection program or reinsurance program.  The abend occurs if a classification on the previous insured period has been inactivated. 

Solution:
When in a program, trying to open a listed business, the system should not abend, even if one of its classifications has been automatically removed upon renewal because it was inactive on the previous period.  Instead, the system should open the business as normal.
