[SICSR-16354] cancelled by business partner always set to broker

Problem:
The web service for canceling business records the wrong cancelled by business partner.

Solution:
When cancelling a contract by the Web Service ‘Cancel Business’ and giving a ‘Cancelled by’ value, the system should not set Cancelled by to the first found Business Partner. It should instead set Cancelled by to the Business Partner specified in the Web Service as Cancelled by.
