Problem:
DR- Accounting Worksheet Technical in Review - Not working Correctly

Solution:
For Claim Worksheet:
When the system parameter Prevent Manual Update of Claim Worksheets is selected and the user creates a new CW, the system should NOT abend on the closing window when the user tick the In Review box and press OK. The system should store the worksheet in the actual pending status with the In Review flag selected.
The Domain Restriction Accounting Worksheet Claim In Review should work in the same way as for the DR for TW - see below.
For Technical Worksheet:
When the system parameter Prevent Manual Update of Technical Worksheets is selected and the user creates a new TW, the system should only present the Inactivated in the Status drop down (same as for a CW). When the user set the In Review flag the system should allow this and store the worksheet in the actual pending status with the In Review flag selected. Later, when the user reopens the TW and status set to Closed, the Domain Restriction is assigned to the user the user should not be allowed to deselect the In Review flag AND not allowed to close the TW with the In Review flag selected.
