[SICSR-17106] Cede Interface Orders fails to find existing version

Problem:
Cede Interface Orders fails to find existing version, and creates a new section version per booking record.

Solution:
If two cede records are identical, a new source row on CEDE_INTERFACE with same attributes of an existing version within the target policy/IP should create a light detail linked to the existing/matching version.
This issue was introduced by the solution of SC-948, where a change of Number of Insured Objects still must create a new section version.
