[SICSR-17130] Multi PA and Generate automatic Assignment not working correctly

Problem:
In certain situations the automatic protection assignment is stopped for a business/policy with message that Gross Retroceded percent exceeds 100% even though it actually does not. This is probably due to wrong rounding of decimals during calculation phase.
Happens for Policy Light, Policy Life Light and Assumed Business both in Single and Multi Business Auto PA.
Error introduced in 4.8 / 472te_SSP14.

Solution:
Automatic Protection Assignment - Single and Multi Business Auto PA:
Fix rounding problem so that the system arrives to protection assignment of 100% when it is supposed to.

Workaround:
For the reported scenario, change Main Limit from 1.995.913 to e.g. 1.995.914 or 1.995.912 to avoid Auto Protection to be stopped for this policy.
