Problem:

Selecting a Reporting Unit Category as Selection Criteria for setting up user defined fields, does not make any reporting units of this category available.   

Solution:

User Defined Fields Administration:

For the Selection Criteria:  Please remove the selection criteria Reporting Units. These selection criteria were wrongly placed here and are not supported.  Remove the whole group box, so that both categories and reporting units are not visible.
