[SICSR-17486] Abend when add Other Cedent by web service to contract

Problem:
Use web service to add another cedent, the system gets abend

Solution:
It should be possible to add or change other cedent via web service without abend.
If the change is not allowed per the contract then the appropiate error should be returned - as per on-line functionality.

Workaround:
Perform same via workstation.
