Problem:  
Lapse ACI: some ACI items not refunded - On Inward Cession and Reinstatement Issue

Solution:
When the Pro Rata Return Type on the Unearned Premium Return basis is NOT Original, all ACIs should be reversed during the termination transaction and calculated based on the selected Pro Rata Return type option

When the reinstatement of the termination transaction is done, then all ACIs that were reversed should be reinstated
This should happen for both manual and transactions that are performed through orders/ cession loader
