[SICSR-17864] Abend when delete a business with Insured Object Cessions

Problem:

The system abends when trying to delete a business and the business has Cessions.  The abend occurs when the Log Activities is active. 

Solution:

When deleting a business with insured object cessions, the system should not abend.  There should be no abend whether the Log Activities function is turned on or off.
