Problem:
A user that has been restricted by the Security Domain Restriction 'Business Update After Registration Complete' is still wrongly able to update a condition after the registration is set to complete.  The user is able to do this update on a condition even though it has not been linked to any Amendment on the business.  

Solution:
If a user tries to update a condition after the registration is set to complete for a contract, the user should be stopped even though an Amendment exist on the business.  The user should only be allowed to update this condition if the amendment is linked to this condition.
