[SICSR-18095] Various classification data cannot be used in fastCreateTechWks soap

Problem:
Only classification reference data up to SicsRefSOCAdditionalClassification19EClass can be included in fastCreateTechWks soap. Additional items added thereafter are not accepted as others.

Solution:
All valid classification reference data types (including specifically 20 to 29) should be allowed.

Workaround:

Root Cause:
SICS 4.2.2 Latest added classification items are not included in specific map for allowable values for fast create worksheet.
EC SRZ90612 - Add new (empty) business and accounting classification attributes.

Extent of Impact:
Fast create worksheet with classification items SicsRefSOCAdditionalClassification20 to 29.
