Problem:
There are remaining issues from SC-1058 (when cumulating policies have different UW year) and SC-143 (when first layer of protecting OCC has retention) that needs to be solved.
Specifically reported issue with wrong allocation when policy soc time is in future (caused by SC-1058).
Solution:
Automatic protection for Life Light Auto PA Per IO: Protection for policies with start time after current time shall accumulate correctly.
