[SE-814] Block cession upload for cases which do not meet Automatic Acceptance Conditions

Aim of function

Validate the autocover limits with an error message for all types of business when cessions are processed through the cession batch loader.
Introduce additional limits on the Proportional Limits condition to be able to define a maximum occupation class and a maximum EM percentage
