[SICSR-12870] Abend if changing life cycle status from declined to something else

Problem:

The system abends when changing the life cycle status of a declined treaty to another status.  The abend occurs only for non-proportional treaty and only if the share conditions have values in the Net of Gross or Order fields.

Solution:

If changing the Life Cycle Status of a business from Declined to something else, the system should not abend, even if there is a value in ‘Net of Gross’ or ‘Order’.  The system should instead change the status.

Workaround:

1.Take a note of the values in Share Conditions: 'Order', 'Gross of Net', and 'Share from 100'.
2.Remove these values
3.Change the Life Cycle Status to 'New /Renewal Submission'
4.Open the Share Conditions of the submission and enter the noted values: 'Order', 'Gross of Net', and 'Share from 100'.
