[SICSR-12923] Not possible to create a job with a cession load as a step

Problem:
Not possible to select a Cession Batch as part of a scheduled job where the Cession Loader is the Job Step

Solution:
For the Job Step Type as 'Cession Order' the Cession Batch Loader Parameters should be made available for selection

This Cession Batch Loader Parameters window should present the option to Find Cession Batches from which the user will be able to select the Cession Batch to be processed as part of the scheduled job.

Workaround:
Create the scheduled job from the Cession Batch
