Problem:
When having a Template with Quarterly frequency and due at current date then if the time is not set to 00:00:00 then an actual job can be created prior to the desired start time and again after the desired start time for the same date. A template created in say 2018 may not always run again for 2019 depending on last run and due period.
For Quarterly schedules ensure that the correct testing of dates is performed in line with other schedules to avoid double template job creation at the same time.

Solution:
A Quarterly template should not create multiple jobs on the same time as per other scehdules.
All should continue to run for subsequent years without problems.

Workaround:
Setting the Quarterly Time to 00:00:00 would prevent duplication if multiple jobs causes a problem and there is no issue with separate prior expected jobs (rather than using steps).
If an autoamtic job is not created when expected then manually create an actual job.
