Problem:
Abend when trying to assign a claim to a Headline loss when it is already marked as "include in Recovery"

Solution:
The system should allow a single claim to be changed to be a Headline Loss recovery claim also after recovery has been calculated and booked.
The prerequisite is that the Headline Loss is created on the OCC (or OCCs).
When assigning claim to a Headline (after recovery), the system should:
1. Ensure that Headline Loss is created on all relevant OCCs. Otherwise throw existing error message CM0529
2. When existing, create the link to the Headline Loss and set the Include in recovery flag on the inwards claim to false.
3. If the current claim is the only claim linked to the Dummy Headline Loss, throw warning CM0528.
4. If user responds yes, move the recovery bookings from the OCC single claim to the Headline Loss claim.
5. Delete the claim to section link to the OCC/OCCs
