Problem:
If a user does a save on on Portfolio condition a Warning appears Portfolio earning curve is not defined BC0108 which is not relevant if the Internal Premium Reserve / Unearned Premium Reserve Order functionality is not being used.

Solution:
Introduce a new system parameter to decide if the Portfolio Earning Curve should be validated or not when saving the Portfolio Condition.
