[SICSR-15865] Multi GAAP: Sub Calculations showed only after refresh

Problem:
When a Sub Calculation is created in system parameters for Underwriters Estimates or Multi GAAP, a refresh is necessary before the Sub Calculation is displayed and available in calculation rules and Period Estimation rules

Solution:
Make sure the Sub Calculation is shown and available for other functioins when it is saved, without having to make a refresh.
