[SICSR-15873] Display the PBR Exceptions tab on Business dependent of system parameter

Problem:
The PBR Exceptions tab is visible on Business Structure even if no Post Booking Report has been defined

Solution:
Make sure the PBR Exceptions tab on the business is visible only if at least one Default Rule exists in the system parameters, Accounting, Plausibility Rules. If no such rules have been defined then the PBR Exceptions tab is hidden. If at least one rule exists, independent if it is Acive or not, the PBR Exceptions tab is visible.
In case the client only has specific rules for base company and want to use the PBR Exceptions, at least ONE Default Rule must be defined but can be set inactive.

This means that the system will hide and ignore ALL existing exceptions by removing all Default Rules, but the values on the Post Booking Review Exceptions are kept in the database in case a Default Rule is added again.
