Problem:
ClaimReferenceRule on TechAccount with a bookable IndividualClaimAmt booking Technical worksheet raises 'Multiple possible claims found, cannot select the one to use' but it is not possible to select a claim.

Solution:
If the TA message is not booking a claim worksheet then there is no point in referencing a claim even if a reference to one is provided in the eMessage.
