[SICSR-16041] Implementation of SE-565 not working in web service - createWorksheet

Problem:
When running the createWorksheet or createClaimWorksheet web service the system validates the given Accounting Classification again the Scope of Cover of the business

Solution:
We need to implement the same logic in the web service for creatWorksheet and createClaimWorksheet as we have for manual creation of technical and claim worksheet, i.e. the test if the AC is valid against the system parameters for the given Original Base Company and not against the Scope of Cover.

NB! This is only when the booking is on an OCC and the new system parameter "Booking on Accounting Classification valid for Original Base Company", implemented in SE-565 is selected.
