Problem:
New Claim message UUID: 8405845-9*
Swap to: Replacement Claim
Create New Claim wizard opens
Select <Do not link to any Headline Loss> -> Next -> abend

Solution:
The system should not abend if the Duplicate Claims List and Headline Loss Selection windows are both to be presented.

Workaround:
Manually create claim and link eMessage to the new claim.

Root Cause:
Incorrect sequencing on windows for eMessaging claim wizard

Extent of Impact:
Only when the Headline Loss link is required (wizard page presented) and there is a potential duplicate claim (wizard page should be presented).
