[SICSR-16286] PlacingReinstatementConditionsValidationRule not triggered for Post Placement

Problem:
We run across more messages when testing the Post placement, where the rule "289 Compare the message Reinstatement details with those of the section" is not triggered, even though it should be.
The attached eMessage states 1 RIP Pro rata 100%.
SICS stated 2 RIPs Pro rata 100% - no error was triggered.
We have completely deleted the RIP condition from SICS - still no error is triggered.

Solution:
The rule should behave as specified and either report an error for differing values or no reinstatement condition in SICS as specified.
