Problem:
Validation does not trigger an error for missing mapping for the deduction basis – the error about deduction basis is triggered only once the deduction is not set up on the IP at all. If the deduction is set up and broker reports Gross Premium deduction basis, however, the setup in SICS is Net Premium – No error is triggered.

Solution:
The deduction basis rule should be setting an error if the code is not in the mapping table, regardless of what is on the IP. We have a missing mapping, and an error should be set.
If there is a SICS Brokerage deduction condition and a mapped value in the message then the values should be validated.
