[SICSR-13809] System crash when query PM button on a IAB which has 1.8 Million cession

Problem:

QHR has an IAB which need to upload 1.9 million cession into system each quarter. After we uploaded the cession, 1.8 million pass the validate and update cession.

When I open the business and go to the structure   Agreement -> QS -> MCOB -> Branded Product -> Auto and Fac -> Insurance Product and click the PM button(which the premium rate table located), the system crash because of exceeds memory limit.

When I checked the walkback's SQL and run the select statement from PL/SQL, it selected 451,489 records.
