Problem:

When Business has mulitple layer of structure the UW Cession does not converts into actual cession even when bordereau information matches the UW Cession.

Solution:
When the cession loader identifies a matching underwriting cession that has been linked to a specific section on the business, the underwriting cession benefit should be transferred and converted into an actual cession. This will be similar to the process when the underwriting cession is linked to a business that has only an agreement section
