Problem:
System allows deletion of claim classification reference data values which are referenced in the database, as it only checks the CLAIMS table, and ignores any references made in the CLAIMS_CLASFN_RFD table. This causes an abend when opening the claim after deletion.

Solution:
When deleting a claim classificationreference data value, the system should check both CLAIMS table and the CLAIMS_CLASFN_RFD table.
