Problem:
Exceptions to "Balance Pairing Across Base Companies / Legal RU Not Allowed" Parameter Not Working.
Solution:
When the "Balance Pairing Across Base Companies / Legal RU Not Allowed" parameter is selected, i.e. in general it is NOT allowed to do pairing accross base companies, we must make sure the system still allow the user to perform pairing across base companies, if the involved base companies are linked together on the partners properties under Linked Base Companies page.
