[SICSR-16155] Gross premium required on Details tab/Conditions Per when not mandatory

Problem:
For facultative business, it is not possible to save limits and premium conditions if the Gross Premium field has been set up to be mandatory. This is even when the Gross Premium has been given on the Main tab, but is only missing on the Details tab.

Solution:
When a limit or premium field has been set up in Mandatory Fields Administration, then this should not apply to the Sub limits' and 'sub premiums' (defined per 'Condition Per' on the Details Tab). Mandatory Fields functionality only applies to the Main tab.
