[SICSR-16254] System abends when creating sub section per detailed classification

Problem:
When creating multiple sections, the system abends if creating them directly per a classification type far down in the dependency hierarchy.

Solution:
When having selected Create Section from the pop-up menu and selected the classification type to split per, (e.g. entered '1'), the system should not abend. It should create the sub sections as per the details entered.
