[SICSR-16376] System abends when doing registration complete and audit information missing

Problem:

Click Registration Complete on business and the system abends.

Solution:

When there are audit information missing, the system should not abend, specifically the previously missed IBR conditions.

Workaround:
Add base audit information for migrated records via script as part of migration process.

Root Cause:

Data migration had been done in the past and one side-effect of the migration was that some audit information has missed.

Some businesses didn't have audit information as attached file. Because those are original migrated existing data. It is not easy to reproduce in R&D.

The crash happens because there are audit information missing, i.e. no last update person/time.
