Problem:
Inactive Reporting Unit - still visible on Remittance Worksheet creation
Solution:
When the user opens the Reporting Unit drop down field on the Remittance Worksheet, make sure only Active Reporting Units appears. If a Reporting Unit is marked Inactive, it should not be in the list. This should be the case for both R.U. fields on the remittance, both for the Base Company and for the Payment Partner when this is a base company. Do not change any other logic for the reporting unit field other than adding a test to filter out the inactivated reporting units.

1. Rename all inactivated Reporting Units so that the user can see that these should not be used, to e.g. Not to be used
2. Make a "dummy" Base Company and set it to Inactive and assign this to all inactivated Reporting Units and make sure no other Base Companies are linked to these Reporting Units
