[SICSR-16491] Abend using User Defined Field on Windows with Turkish code page

Problem:
The User Defined Fields fields (type of field) is based on both lower and upper case characters which results in no match when trying to identify a field that has is using the Turkish code page as the expected translation to fails causing abend.

Solution:
UDF fields should function as normal irrespective of Locale.
