Problem:
Claim Loader - Warning message appears as a popup

Solution:
All confirmation messages should be by default answered as Yes
When the claim that has a status of Declined or Rescinded is changed to a status of Paid through the loader the confirmation message CH00063 should be by default answerd as Yes
The Liability on the Decision/ Liability tab of the claim should be defaulted to ' Ex Gratia Payment' and shpuld not remain blank on the Paid claim
