[SICSR-16603] Cession gets created though loader, even without selecting registration complete in Assumed Business (Registration Complete is defined under System Parameter)

Problem:
Cession gets created though loader, even without selecting registration complete in Assumed Business (Registration Complete is defined under System Parameter)

Solution:

ONLY IN LIFE
When the System Parameter Required complete Registration is selected the error message BS0718 'Registration of Contract not yet Complete' should be thrown the user includes an assumed business or an OCC where the Registration Complete Flag is not set in any Accounting Order, Cession Orders or Cession Batch

The Find option on any order (Accounting Order and Cession Orders and Cession Batch) should only list/ include business where the 'Registration Complete' flag is set as Y which are the business eligible to be included in the order.
The List Business option where available should list business where the Registration Complete flag is set

When a PP is to be included in the order - Retrocession Processing Order or Claim Processing Order- it should be allowed only if all the OCCs linked to the PP has the registration complete flag selected.
