[SICSR-16612] Issue when executing re_2423 when upgrade from SICS 4.7.2 to SICS 4.9.3

Problem:
Patch re_2423 fails with error when upgrade from SICS 4.7.2 or prior to SICS 4.9.3

Solution:
The patch is adding 3 new join tables.
Patch should execute (but do nothing if the work already done by prior patch re_2335 as it will be when upgrading from 4.7.2 or prior).

Workaround:
Disable patch re_2423 as it is not required.

Root Cause:
Incorrect test on already existing join tables and thus no need to create them
