Problem:
Not able to change status of claim as 'Special Paid' through Claim Loader
Solution: 
It should be possible to update the status of the claim to special paid statuses through the loader for the following types:
A Claim with a status of No Liability - Special Paid should be allowed and the ACIs should be calculated as per the claim liability mapped and no further status should be allowed on the claim.

A Claim with a status on In Payment- Special Paid should be allowed and the claim ACIs should be calculated as per the mapped claim liability amount and no further special paid status should be allowed. Once the Special Paid status is set on the In Payment claim, Ceased, In Payment and Update Claim Reserve statuses should be allowed
The Liability and the Degree of Disability should be mandatory and the error messages for the same should be triggered when not mapped.

All confirmation messages in this process should be answered as Yes by the loader
The above will be allowed only for claims where the Payment Type is Income Benefit Per frequency
