[SICSR-16742] Incorrect Accounting Year on estimates booked by Multi GAAP accounting order

Problem:

The accounting year on estimate bookings created by the Multi GAAP Accounting and Multi GAAP Retrocession Orders are not correct when the business does not start from January 1st.  For instance, If you have quarterly estimates and the Insured start date is July 1st 2018, the estimates for the first 4 periods are booked with the following Accounting Year and periods::
2018, 1st of 4
2018, 2nd of 4
2019, 3rd of 4
2019, 4th of 4
The last two periods should have Accounting Year 2018

Solution:
Correct the Accounting Year setting for Estimate bookings.
No changes to be implemented for Accrual bookings.
