Problem:
Accuracy error raised for missing reinstatement when condition is defined, and not present in worksheet, despite only reserves having been booked

Solution:
Reinstatement and brokerage accuracy error should only be raised when paid loss (and expenses if part of liability) has been booked and not present in worksheet, and rule is included in the template.
