Problem:
Abend when trying to set registration complete flag and execute automatic instalment booking

Solution:
When the Registration Complete flag is set on a business and automatic booking of instalment is triggered, and the exclusion rules are used to find out if this business should be excluded from the automatic booking or not, make sure the system can do this even if the business do not have any Cedent assigned.
