Problem:
No protection created for policy with limit under the UTL if this policy is the first in sequence.

Solution:
Policy will be marked as used for the retention with allocation of 0% to the layer. For the subsequent layers this policy's used capacity will be deducted.

Workaround:
Retention layer should be created on the Protection Program.
This will make sure that a PP condition is created.
