[SICSR-16452] Assistance is not handling correctly the amendments and cancellation

Problem:
Abend when running Preliminary Booking when amendment of numbers of insured objects.

Solution:
The system must calculate correct premium for both "Yearly" and "Flat" when number of insured objects are reduced as part of amendment.
