Problem:
Able to close existing Open TW, although have view access only

Solution:
When the user select the option Change Worksheet Status on the Worksheet Closing window, make sure the system check that the user has the use case Accounting Technical Worksheet Closing - Execute (or Accounting Claim Worksheet Closing - Execute if it is a claim worksheet), else the security message SEC0003 should appear telling the user that the above use cases are required to operate this function.
Same behavior should apply when user select Change Worksheet Status from the Select Open Worksheet opened from the Business with the T-button.
