Problem:
When a message goes to processed after creating a worksheet but there was a warning logged on the rule (or associated validation rule) then no Acknowledgement is generated.

Solution:
A Warning Logged on a rule should not trigger the halt processing of other rules in the layer as this should only be triggered by an Error or Waiting problem.

Workaround:

Root Cause:
A rule that has the Halt processing flag set (main rule, not associated) but has only Warnings logged on it causes other Rules in the Layer to be Skipped when they should not be.

Extent of Impact:
Rules that have Halt Processing but only have Warning(s) logged.
