Problem:
When expenses have been defined as NONE bookings towards these are not considered when calculating the reinstatement premium

Solution:
When expenses are defined as NONE any bookings towards these must be included (as part of loss) when calculating the reinstatement premium.

Workaround:
Define expenses as Part of Liability
